This idempotent owner-thread operation is safe from another resource's close callback and requires no new permit. It never cancels already pinned output or closes an unsealed/queued/in-flight resource. Unsealed initialization still requires seal, including after reentrant release; terminal cleanup handles abandoned initialization.
