seal
Seals initialization and records its completion fence after all attempted allocations and uploads.
Call exactly once in a finally block even when no resource was added or only part of the reserved list was initialized. A partial list may retire safely but cannot begin GUI use. Failed fence creation or backend-required submission quarantines the entire set until terminal device completion; it never frees the permit or hides the failure.
