registerGuiResourceManager
Registers one independently budgeted GUI cache with this device's fence and terminal destruction lifecycle.
Registration transfers terminal callback ownership but not the manager's application-level cache identities. A manager may be registered once, at most eight managers may belong to one device, and registration performs no native work.
Parameters
manager
stable device-scoped manager that will not call back into this device.
Throws
off the owner thread, during another device operation, after shutdown, for duplicate registration, or when the registration bound is exhausted.
