Reports active, retired, partially initialized, quarantined, and asynchronously destroying portable sets.
This owner-thread diagnostic neither polls nor touches a native API and is safe after device shutdown. Its count is separate from NativeCanvasDevice.retainedTargetCount.
Return
permits retained until each set's retired references are transferred to live generations or acknowledge physical destruction.
Throws
off the render thread.
