Transfers one layer resource immediately after allocation, before initialization or upload may fail.
A partially allocated layer transfers through the same contract and may then throw its original initialization failure. The caller still seals the whole set in a finally block before requesting retirement. The resource must match the next reserved extent and must not already be registered; use reuse for existing immutable storage.

exclusively owned native/CPU storage; ownership transfers only when this method returns normally.
